ArcStar Proposes Ontario Solar Brownfield Program
Group Submits Adder for Landfills, Mines and Industrial Sites in OPA FIT Review
Toronto, ON, December, 2011 - ArcStar Energy has submitted a price adder proposal to the Ontario Ministry of Energy and the Ontario Power Authority as part of the Company's input to the scheduled Feed in Tariff review period. The formal review was conducted to allow the Province to make adjustments to the program going forward in 2012.
ArcStar and supporting organizations including municipalities, site owners and brownfield development organizations proposed the adder to allow the conversion of these marginal lands into productive resources for the Province. Brownfield solar development is a core focus of ArcStar and the management team has extensive experience in the redevelopment and remediation of capped landfills, spent mines and toxic industrial sites.
ArcStar had originally proposed a brownfield tariff adder to the Ontario Power Authority prior to the launch of the FIT program in 2009. "We believe that the Ministry of Energy will look favorably on this proposal, as a small incremental rate adder will cover the additional costs involved in installing solar on these otherwise unused and unattractive sites" said Dr. Bob Willes, who is responsible for environmental services and regulatory affairs at ArcStar. "Private and industrial site owners will be better able to remediate these properties with a revenue stream coming in and municipalities will convert taxpayer expenses into budget relief and assets that the community can be proud of."
